San Jose planning officials removed a requirement that Kimco Realty build the commercial core of its 18-acre Cambrian Park Village before or alongside its housing, letting the shopping center owner start with single-family homes and townhomes, cut its upfront infrastructure bill from about $60 million to $25 million, and push the project's 50 on-site affordable apartments into a later phase that has no construction date.
