Greystar, the nation's largest apartment owner, is in contract to acquire the shuttered Touchless Car Wash at Divisadero and Oak streets and has lined up financing to build 203 apartments, positioning the decade-delayed project to become the first major market-rate development to break ground in San Francisco this year.
