Lakeshore Partners Plans 223 Residential Units on Broadway in Oakland

With the city of Oakland’s emphasis on spurring development opportunities in its preapproved specific plan areas, yet another mixed-use project has gotten a go-ahead.

Developer Lakeshore Partners LLC of Oakland is planning a residential/retail project at 2270 Broadway in the central business district, which will offer a 393,820-square-foot, 24-story building with 223 residential units and 7,800 square feet of ground-floor retail. Currently, the 0.46-acre site, at Broadway and 23rd St., is a surface parking lot.

[contextly_sidebar id=”hAAghsR0oRJoiFTmy7ofcqsUsxNE8NZB”]The project is located within the Broadway-Valdez District Specific Plan, one of three plans the city adopted last year (the other two are the West Oakland Specific Plan and the Lake Merritt Station Area Plan). The city approved a seven-story, 435-unit apartment/retail project last November nearby at 3093 Broadway, at Hawthorne Avenue, which is also within the Broadway-Valdez plan area. Los Angeles-based CityView is the developer for that project, scheduled to break ground this fall.

Peterson Vollmann, planner III for the city, said the 2270 Broadway project doesn’t require a hearing before the Planning Commission unless there is an appeal.

“The California Environmental Quality Act analysis document outlines the CEQA clearance for this project, which explains that the project is covered by both statutory exemptions as well as the [Broadway-Valdez District Specific Plan] environmental impact report,” he said. “The plan area envisions large amounts of retail as well as high-density office, so, yes, this proposal fits within the intent of the district.”

According to the CEQA analysis, the 2270 Broadway project also will provide approximately 127,000 square feet of parking space from the basement through seventh level comprising approximately 261 spaces (35 spaces for retail) and 112 bicycle parking spaces. The ground floor will feature 8,775 square feet of lobby, lounge, concierge, leasing and cafe space along Broadway. The project proposes an additional 2,770 square feet of bike spa, dog spa and fitness amenity space on 23rd and Webster streets, which could be converted to retail space in the future. Also proposed is 2,490 square feet of clubhouse space for residents.

Residential units on the site would range from 510 square feet for a studio to 1,215 square feet for a two-bedroom unit. Two two-bedroom units proposed for the 23rd and 24th floors would exceed 2,000 square feet. The project will be constructed at a density of 482 dwelling units per acre. Features will include private open space in terraces and balconies for 127 of the proposed units, primarily on the south side of the building. A 3,225-square-foot roof garden is proposed for the 24th floor.

The project site is zoned as D-BV-2, a retail zone, which is, according to CEQA, “intended to create, maintain and enhance areas of the [Broadway-Valdez District Specific Plan] area for ground-level retail, restaurants, entertainment and art activities with pedestrian-oriented, active storefront uses.”

MBH Architects of Alameda is the designer.

Construction is expected to take 24 months to complete, though no construction start date has been announced. Lakeshore Partners could not be reached for comment.
