RENO, NV (April 14, 2026) – Basin Street Properties announced the promotions of Elaine Nelson to Vice President of Operations, Stephen Biehle to Chief Financial Officer, and Jacob Chaparian to Vice President of Leasing.

The promotions strengthen Basin Street’s leadership team as the company continues to grow across Northern California and Northern Nevada.

“As Basin Street continues to grow, these promotions deepen our leadership team and position us well for the future,” said Matt White, Chairman and CEO of Basin Street Properties. “Elaine, Stephen and Jacob have each made meaningful contributions to our company, and I’m excited to see them continue to grow in these new roles.”

Nelson has been with Basin Street for 10 years and most recently served as Director of Property Management. In her new role, she will oversee the company’s operations team, including property management and engineering professionals across the portfolio.

“Elaine has played a pivotal role in building the strength of our operations team,” said Stephanie Burlingame, President of Property Management Services at Basin Street Properties. “Her leadership, operational excellence and dedication to our people and tenants make her exceptionally well-suited for this role.”

Biehle joined Basin Street 18 months ago as Director of Finance. With a background in underwriting, acquisitions and asset management, he now steps into the CFO role, where he will lead the company’s financial strategy, planning and reporting.

“Stephen has brought tremendous insight and discipline to our financial strategy,” said White. “His leadership and investment perspective make him the right person to help guide our next phase of growth.”

Chaparian has been with Basin Street for eight years, beginning as an intern and growing into a leadership role in leasing. As Vice President of Leasing, he will oversee leasing strategy and execution across Basin Street’s markets.

“Jacob’s growth at Basin Street has been remarkable,” said Scott Stranzl, President of Asset Management Services at Basin Street Properties. “He has built outstanding relationships with tenants and brokers and consistently delivers results. His leadership will continue to strengthen our leasing platform across every market we serve.”
