Alameda County transferred a long-abandoned, tax-defaulted parcel on MacArthur Boulevard to a Black-led nonprofit developer for a nominal $10, reviving a dormant state mechanism the county now hopes to deploy across nearly a dozen more blighted sites to spur affordable housing.
