A newly signed state law removes the former Concord Naval Weapons Station from the Surplus Land Act's disposition rules and exempts plan-consistent development from fresh CEQA review, giving the City of Concord and master developer Brookfield firmer legal footing for a 12,272-home district in Contra Costa County.
